Resumen
En los últimos años el “derecho a la participación” de niños, niñas y adolescentes se ha tornado asunto de alta relevancia programática en el campo internacional de protección de la infancia. El presente artículo ofrece una reflexión sobre esta categoría en referencia al documento de la Convención de los Derechos del Niño y en particular a la interpretación que de ella hace el Organismo Especializado responsable en la materia para los Estados Americanos, el Instituto Interamericano del Niño, la Niña y Adolescentes. La intención final será interrogar las posibilidades estructurales con que las instancias públicas cuentan para comprender el campo de la participación de NNA en el continente americano y las bases sobre las cuales se construyen las políticas públicas respectivas. El sociólogo alemán Manfred Liebel nos entrega claves centrales para orientar este análisis hacia una reflexión mayor y que tiene que ver con los procesos de construcción de ciudadanía en la Región.
Abstract: In the last decade the “right of participation” of children and adolescents has become an issue of high-level importance in the programming of the international subject of childhood protection. This article offers a reflection about this category in reference to the document on the Children’s Rights Convention, and in particular, to the interpretation that has been made from the Specialized Organization in charge of this matter in the American States, the Inter-American Children’s Institute. The final intention is to question the structural possibilities on which this public authorities relay to understand the field of participation of the NNA in the American continent and the basis on which this structures establish their public politics. The German sociologist Manfred Liebel gives us essential keys to guide this analysis into a higher reflection that relays on the processes of citizenship construction in this particular region.
